Dear Bill,

I am taking this opportunity to write you again directly regarding these

various "alerts" you send out.

Obviously, a "pattern" seems to be emerging whereby politicians seem to be

attempting to pass legislation or "alter" existing legislation in order to

"protect" the tobacco companies assets from being seized or otherwise

utilized in accordance with their various, perceived "health" related impacts

to society.

As I have maintained continuously, even from the days when I was employed

within the tobacco industry itself, any sporadic court "victories" with their

inevitable appeals which drag on for years and decades are, in their

entirety, within what I call the "Grey-Area of Interpretation(s)."

Simply put, most court victories and punitive damage awards are almost always

derailed or set aside because of the debates within the "professional" and

"medical" communities as to the "interpretations" of the "specifics" of the

offensive behaviors or characteristics of the tobacco product(s) and it's

"health" affects.

Since May 14th of 1999, and for the first time on the Internet, NON-health

related tobacco industry Fraud & False Claims Issues are being exposed,

illustrated in part with the actual tobacco company document which better

details the particular fraud, and has begun to launch legislative initiatives

designed to empower the states with the means to hold the tobacco companies

financially accountable for multiple BILLIONS of dollars owed to every state

in the union for issues ranging from state and federal Income Tax Fraud to

issues of various state sales tax fraud (example-RB#6942-An Act Concerning

the Connecticut False Claims Act - in the CT legislature - ignored for the

past 4 legislative sessions.

Although I will continue to read the various "alerts" that you issue relative

to how politicians attempt to protect tobacco company assets, The Shuster

Project is at the forefront of illustrating issues of tobacco industry Fraud

& False Claims that are 100% indefensible by the tobacco companies, are

prosecutable in federal, state and, at times, municipal fronts and whose

monetary "recoveries" cannot be "overturned" as the vast sums owed are

existing state statutory violations.

What we call here clearly "Black & White" issues of tobacco industry Fraud &

False Claims.

At some point in time, and after a close and intense review by you of The

Shuster Project web site at http://www.rxshuster.org, it is my hope that you

will also run an "alert" that there is now a tobacco issues web site,

relatively "new" on the Internet scene, that offers it's visitors absolutely

unique, powerful and interactive insights and solutions relative specifically

to tobacco industry fraud & false claims issues.

With Grassroots Efforts, Media Alert Programs, Petitions, Surveys, Message

Boards, "real-time" abilities to contact me thru our HumanClick feature

utilized on each of our over 175 pages of content-rich subject matter, The

Shuster Project stands alone as the single most interactive, responsive and

Executive Director-accessable web site on the Internet.

We are doing the work that needs to be done in order to get the job done

against tobacco industry Fraud & False Claims.

I hope you will check back often to see the exciting new concepts we will be

including within The Shuster Project, including video presentations, in the

near future.

We have just recently launched our Public Speaker Program Offer available,

initially, within a 250 mile radius within New England.

It is our hope that we can expand that range in the very near future.

As always, I also wish you well in the work that you do to spread those

important alerts about tobacco issues that affect both the smoking and

nonsmoking taxpayers.
