This correspondence reestablishes the firm proviso's of "The Shuster Project," to the CT Governor Rowland, that we shall only be dealt with from the position of honesty, forthrightness and openmindedness. We absolutely refuse to be lied to by CT Governor Rowland or any elected or appointed official, regardless of whatever their fears are of the tobacco companies or of their fear of losing the tobacco companies campaign contributions, if that's the actual reason for their avoidance with regard to these issues of tobacco industry fraud and false claims crimes.

Correspondence from your office to The Shuster Project regarding Gene Gavin and his entry
into the issues of tobacco industry fraud and false claims Crimes with respect to
defrauded CT State Sales Tax revenues and CT State Income Tax revenues conservatively
estimated at $300+ Million Dollars.
PREFACE OF MAIN CORRESPONDENCE TO CT GOVERNOR ROWLAND OF 1/2/03 Dear Carolyn, It is with much sadness and regret that I write to you this day to notify you that this Gene Gavin, from the Department of Revenue Services, has never contacted anyone within "The Shuster Project" in regard to the issues of tobacco industry fraud and false claims crimes, as such "contact" was understandably expected, based upon the 11/29/02 correspondence received by us from Gov. Rowland's office. I'm sure that you can
understand that as 34 days have passed with absolutely no notification to "The
Shuster Project" whatsoever, from this Gene Gavin and/or anyone else from his
Department of Revenue Services, or to not have even acknowledged the receipt of any
information relative to tobacco industry fraud and false claims crimes involving in excess
of $300+ Million Dollars in combined, defrauded CT State Income Tax revenues and defrauded
CT State Sales Tax revenues, that we at "The Shuster Project" are being led to
believe that the Rowland administration continues to not take these crimes seriously,
despite such a huge loss of CT State tax revenues. As a result,
discussions between my senior staff and I, since our receipt of the 11/29/02
correspondence from Gov. Rowland's office and our initial response then that we would take
a "wait and see" posture, provided this Gene Gavin with ample time for either
himself or one of his staff persons to contact us with some
"timetable/framework" to be established by which his office and members of
"The Shuster Project" could have gotten together to have begun the process of
addressing tobacco industry fraud and false claims crimes in CT; yet it seems that beyond
the rhetoric of Gov. Rowland's office, this process of addressing these significant
tobacco industry fraud and false claims crimes is not yet going to occur. Unless and until Gov.
Rowland and the relevant members of his administration whose responsibility it is to
address fraud and false claims crimes with respect to defrauded CT State Income Tax
revenues and defrauded CT State Sales Tax revenues, in sums that conservatively exceed
$300+ Million Dollars, take these tobacco industry crimes seriously, "The Shuster
Project" can only conclude that Gov. Rowland and his administration are being
deceitful and cannot be viewed as credible "partners" in addressing and dealing
with these significant crimes against the honest taxpayers and citizens of Connecticut. Attached to this
e-mail is a Word document that establishes the position of "The Shuster Project"
with respect to the absence of any contact whatsoever from this Gene Gavin or anyone else
from the Department of Revenue Services or the Governor's office for the last 34 days. So, unless and until a credible, tangible "timetable/framework" of interactivity between the Governor's office and "The Shuster Project" is established, "The Shuster Project" intends to continue it's critically acclaimed work both within it's award-winning web site and in promoting it's first book detailing tobacco industry fraud and false claims crimes, which also details all those who were clearly and repeatedly advised as to the scope and the significant, negative financial impact of those crimes with respect to States' tax revenues, yet did nothing about it.
MAIN CORRESPONDENCE TO CT GOVERNOR ROWLAND 1/02/03, VIA HIS OFFICE: Governor Rowland,
It was prudent on the part of The Shuster Project to have waited to see how
your correspondence of 11/29/02 was going to play out. Given the incredible
length of time it has already taken for your office to finally act and bring someone from
your administration in on the tobacco industry fraud and false claims crimes responsible
for already defrauding in excess of $300+ Million Dollars in just two CT State Tax revenue
streams, yet also giving you the benefit of all well-placed doubts, it turns out that the
11/29/02 correspondence from your office was nothing more than additional, deliberate
deceit and nothing more. This Gene Gavin
fellow never took the time to establish contact with anyone within The Shuster
Project organization; this despite our well-documented contact information, which we
have provided your office again and again. In the discussions my
senior staff and I have conducted since receiving your 11/29/02 correspondence, we
determined that should a month go by without any contact whatsoever from either this Gene
Gavin or you, yourself, the Governor of CT, that it would be quite clear that your
intentions were both less than honorable and a complete disgrace to the citizens on
Connecticut. We were also in
agreement that The Shuster Project will absolutely not, under any
circumstances, be dragged into any petty games or to have our critically acclaimed work be
the object of any attempted manipulation on your part, for whatever reason(s) that only
you know, that continues to prevent you from addressing these tobacco industry fraud and
false claims crimes here in CT. Inasmuch as the work
of The Shuster Project may generate any additional correspondence from our
organization to the office of the Governor of CT, and yet despite that scenario, The
Shuster Project will never wait, nor expect, for your office to ever be honest, to
tell the truth nor shall we view with any credibility any commitment your
office makes unless and until tangible actions, mutual interactivity and results occur. With a $500 Million
Dollar budget deficit looming over the State of CT and with many within CTs
legislature and its Governor scratching their collective heads wondering what to do,
and yet a credible, responsible and critically acclaimed citizens Activist
organization steps up to the plate and offers a significant solution to the recovery of at
least $300+ MILLION DOLLARS in defrauded CT State Tax revenues that can be easily
recovered by merely working with that organization, yet for the years and years that they
lamely attempted to avoid addressing such an enormous sum, then those specific individuals
are clearly unworthy of the positions to which you were either elected or appointed. The work of The
Shuster Project shall continue, as we have thousands of students and teachers
utilizing our web site on a regular basis. As these youngsters
continue to learn not only of tobacco industry fraud and false claims crimes, but also who
in state and national government also continues to avoid correcting and prosecuting these
crimes, along with those who do nothing to recover these vast sums of defrauded taxpayer
dollars, I have absolutely no doubts at all that they will speak to those
irresponsible legislators with their votes. The Shuster
Project continues to stand ready to work with those responsible, credible and honest
legislators and appointed officials to address tobacco industry fraud and false claims
crimes and the multiple tens of Billions of dollars that are being defrauded all across
